If you can disassemble the trigger (usually by popping off the top cap), inspect the rubber ring. If it looks flattened, cracked, or dry, it won't seal properly. You can try "conditioning" the gasket by rubbing a tiny amount of petroleum jelly (Vaseline) or silicone grease on it to help it swell and seal. If it is broken, the spray mechanism needs to be replaced.
