Windows drivers typically do not allow "Monitor Mode" (listening to all traffic) or "Packet Injection" (sending forged packets). To bypass this, you generally have two options:

On Linux, the mac80211 framework allows easy switching to Monitor Mode via iwconfig . On Windows, enabling Monitor Mode requires specific drivers that support "Network Monitor" extensions. Very few consumer cards (Intel, Realtek) have Windows drivers that expose this functionality.
