"The idea is to move from input-based planning to outcome-based monitoring," explains a senior policy planner involved in local governance reforms. "We used to ask, 'How much money did the panchayat spend?' Now, the index asks, 'How did that spending change the quality of life?'"

Several indices exist at higher levels of aggregation, but none fully suffice for the Panchayat.
"The Index acts as a mirror," says Anjali Devi, a Sarpanch from a high-ranking village in the central belt. "When we saw we were ranked 45th in the block because of poor waste management, the entire village rallied to fix it. Now, we are in the top 10. It is a matter of pride."
