The Personal Health Identification Code (CIP Salut) is a cornerstone of Catalonia’s health information exchange strategy. This paper examines the CIP’s role in uniquely identifying patients across the Catalan public health network (CatSalut). It analyzes its technical structure, legal framework under Spanish and EU data protection laws, and its impact on care continuity, patient safety, and interoperability. Findings indicate that while the CIP significantly reduces duplication and medical errors, challenges remain in cross-regional compatibility and citizen consent management.
