Once activated, Tableau does not need periodic online check-ins (unlike some subscription software that phones home frequently).

Activating Tableau Server offline is more complex because it is done entirely via the command line (TSMT). You need to generate a request file, send it to Tableau, and import the response. Once activated, Tableau does not need periodic online
Some newer term-based licenses require periodic online validation; offline activation may not work or may be temporary (e.g., 90 days). You must deactivate the key
You upload the file to Tableau’s Product Activation page .
If you need to move a license from an offline machine to another, you cannot simply uninstall the software. You must deactivate the key.
