You can also use the Disk Management tool to erase a hard drive:

Plug in the external USB drive. Open ( Win + X > Disk Management). Right-click the partition on the external drive and select Format . Uncheck "Quick Format." This will check for bad sectors and wipe the data (though a quick format is usually fine for external media you are keeping). You can also use the Disk Management tool

If you are getting rid of your computer, you must use the "Reset" feature. You cannot format the drive Windows is currently running on. Plug in the external USB drive
